（官方）下令禁止某事书中例句
Some think that the government should impose a ban on the sale of tobacco.
有人认为政府应当全面禁止卖烟。
比单说 ban 多了「由官方强制推行」的意味，写作讨论「政府该不该禁止 X」时几乎是标配。同类搭配还有 impose a tax / fine / restriction on；取消禁令是 lift a ban。
雅思里这样用
The government should impose a ban on junk food advertising during children's TV programmes.
政府应该禁止在少儿节目时段播垃圾食品广告。

high on the government's agenda
政府眼下优先处理的事书中例句
Education is high on the government's agenda.
教育是政府眼下重点抓的事。
agenda 是「议事日程」，high on the agenda 就是排在前面、优先处理，可以替换 a top priority。反过来说某事被冷落：be low on the agenda / off the agenda。
雅思里这样用
Tackling air pollution should be high on the government's agenda, because it affects everyone's health.
治理空气污染应该是政府的优先事项，因为它关系到每个人的健康。

某人最好……；……才是明智的书中例句
The government would be well-advised to take prompt regulatory action.
政府最好赶紧出手加以监管。
委婉地提建议，比 should 更客气，是很典型的英国式口吻。写作给政府或个人提建议时可以用：Parents would be well-advised to limit their children's screen time.

Young people would be well-advised to start saving for retirement as early as possible.
年轻人最好尽早开始为养老存钱。

由纳税人出钱；花的是公家的钱书中例句
The research plan was carried out at the taxpayer's expense.
这个研究项目花的是纳税人的钱。
常带点批评口气，暗示「用公款做这件事值不值」。写作讨论政府该不该出钱（艺术、太空探索、免费大学）时很有用；也可以说 at public expense。

Some argue that building expensive sports stadiums at the taxpayer's expense is a waste of public money.
有人认为花纳税人的钱修昂贵的体育场是在浪费公帑。

a chronic shortage of
长期短缺；一直不够书中例句
There has been a chronic shortage of housing in this region.
这个地区的住房一直不够用。
chronic 本来形容慢性病，引申为「长期存在、老是解决不了」。写作讲住房、医生、教师、水资源不足时，比 not enough 地道得多。
雅思里这样用
Many rural areas face a chronic shortage of qualified teachers, so the government should offer them better pay.
很多农村地区长期缺少合格的老师，政府应该给他们更好的待遇。
Alex 提示：写政府类大作文，可以用这 5 个搭起一段论证：先指出 a chronic shortage of …（问题），再说它应该 high on the government's agenda（重要性），接着提出 impose a ban on … 或 would be well-advised to …（措施），最后用 at the taxpayer's expense 讨论成本。一段里自然用上两三个就够了。
